Dr. Winston J. Allen, is the Founder and Chief Executive Officer, of IDPEG. Dr. Allen has over 30 years experience in international development program monitoring and evaluation, project planning and design, research, and management. His skills and experience cut across several sectors including economic growth, health, transportation, labor, education, agriculture, business, and natural resource management. He has served as principal investigator for a broad range of evaluation and research projects supported by non-governmental organizations (NGOs), private foundations, and the US Federal Government. He has extensive experience working directly in countries in Africa, Asia, Latin American, the Caribbean, Europe and Eurasia, Middle East, and the United States. He holds a Ph.D. in City and Regional Planning, with a focus in international development from the University of Pennsylvania, School of Design.
Dr. Kola Oyediran, Consultant. Dr. Kolawole Oyediran has nearly three decades of experience in designing and implementing public health strategic information programs in developing countries. He has expertise in research, monitoring, and evaluation methodologies, including mixed-methods research, program implementation research, and health management information systems. He has managed USAID-funded projects and has contributed to PEPFAR/Nigeria reporting and Country Operational Plan development. Dr. Oyediran has also provided technical leadership in the implementation of tuberculosis services assessment in multi-countries and facilitated peer-to-peer knowledge exchange through data review. He is a well-respected researcher with a strong understanding of data analysis and strategic planning. He is an articulate communicator with excellent interpersonal skills, focusing on cultivating relationships and cross-project learnings to drive innovation and positive change. He holds a PhD in Sociology, from the University of Ibadan, Nigeria.
Ms. Arshee Rizvi, Arshee Rizvi is a data scientist, evaluator, consultant, and development professional with 5+ years of experience. She has served as Data Scientist at IIT Madras and Business Analyst at Ola Electric. Currently, she leads AI/ML at the Development Intelligence Unit (DIU), applying AI, data science, and evaluation for governance, policy, and climate action. An IPDET graduate and IIT Bombay M.Tech gold medalist, Arshee combines technical expertise with real-world impact across national and international projects.
